What legislation would you like to see your state enact to help stem your jurisdiction’s worst criminal activity)? How do you think the criminal justice system would enforce the resultant law(s)?

I would like to see my jurisdiction, which is the United States Military under the UCMJ, enact laws covering sexual assault that take the authority to charge or not charge a suspect out of the hands of the Commanding Officer and place the authority with the US Attorney’s Office. If someone is the victim of sexual assault and they report it, it should be investigated by the Naval Criminal Investigative Service (N.C.I.S.) and the findings of that investigation turned over to the US Attorney’s Office with jurisdiction over the area where the complaint was filed and if there is enough evidence there the suspect should be arrested by NCIS agents or US Marshals and taken to jail. If this were to happen I believe the incidence of sexual assault would drop by 50% or more. As long as the current system of reporting and is in place the sexual assaults will continue and even increase.
